He interrupted, screaming: “You go to protests demanding the release of the prisoners of As-Suwayda – those Druze infidels – and you say you didn’t do anything. It’s bad enough that we turn a blind eye to journalistic work with infidel channels and magazines, and you go as far as protesting to demand [the release of] the kidnapped of As-Suwayda.”

Local activists and media outlets in Suwayda reported that the IS attack came just after a Russian delegation visited the province, requesting that 50,000 local men turn themselves over for military service. When local leaders refused, the Syrian government allegedly withdrew large numbers of their forces from the province—paving the way for the IS attack, sources on the ground told Syria Direct.

Because basic goods in Suweida were imported from Damascus, the capital was able to impose high duties through checkpoints throughout the province. Checkpoints allowed trucks carrying goods to pass with their protection against kidnapping after paying the fee. If drivers refused, then a group would be waiting just dozens of meters away. This led to a decline in the living situation in Suweida and inflation of prices.

The phenomenon of kidnapping civilians is one of the most dangerous of the violations which have spread in southern Syria between the neighboring provinces of Daraa and Suweida. Kidnapping is described by residents as organized and open, with its social, moral and economic consequences beginning to threaten peace in the province. According to activists from the province, about 406 civilians were kidnapped during 2017, while other statistics indicate that about 23 civilians from the two provinces were kidnapped in January 2018 alone.

Since January 2017 until the end of August that year, there were no fewer than 300 kidnapping incidents, according to a report published by the Syrians for Truth and Justice group under the title “Abduction as a Mechanism to Disintegrate the Community Fabric.”

According to testimonies gathered by the group, this phenomenon is accomplished with the supervision of the security forces and militias tied to them in areas under Syrian regime control, and under the supervision of armed groups in areas under armed opposition control.

Suwayda residents, citing weak government authority, turn anew to tribal laws to resolve civil, criminal matters - Syria Direct, Sep 27, 2017
Residents of regime-held Suwayda province in Syria’s south are turning to centuries-old tribal practices to combat lawlessness, solve familial disputes and handle marriages in the absence of an effective civil authority, residents and local leaders on the ground tell Syria Direct.

“Without effective governance, it’s only natural that we’re seeing the resurgence of tribalism,” a-Sharani tells Syria Direct. “There is no other choice for us if government institutions are unable to carry out their duties.”

Tribal courts, a term describing a network of sheikhs and community leaders who preside over civil affairs such as marriage and inheritance, as well as mediate familial disputes, provide an alternative for Suwayda residents unable—or unwilling—to approach government channels for assistance in civil and criminal affairs.

“There are tens of thousands of men who are wanted by the regime—who cannot even enter a government building” because they fear arrest for evading the army, a-Sharani told Syria Direct. “However, in tribal law there is a solution for this […] that doesn’t require any government oversight.”

However, mixing between Syrians of various sects in the areas under regime control has helped strengthen marriage between them, the judge believes.

“There are many members of the Sunni sect who have been displaced to Lattakia and Tartous, which are majority Alawite, while a number of Sunnis from Daraa have been displaced to Suweida, the biggest site for the Druze sect,” he told Enab Baladi.

The number of people displaced to Lattakia and Tartous is about 1.5 million Syrians, most of them coming from the provinces of Aleppo and Idleb, while Suweida has more than 300,000 displaced, most of them from Daraa and the Damascus countryside.

Abu Sari and the other soldiers from Suwayda turned to the Sheikhs of Reason—an influential group of Druze spiritual leaders with close connections to the Syrian regime—for help. The order has since been cancelled, he tells Syria Direct this week.
