Winds of change blow through renewable energy market

Developers who have made subsidy-free bids are relying on rises in wholesale power prices, further dramatic cost reductions in the industry and continued developments in wind turbine technology.

Turbines being installed today have a capacity of about 9 megawatts but by the middle of the next decade, developers are hoping to fit much taller, more powerful turbines of 13-15MW. This would mean fewer per project.

Gunnar Groebler, head of wind at Vattenfall, believes the risks of subsidy-free projects can be reduced by striking long-term power supply contracts with large companies, known in the industry as corporate power purchase agreements (PPA). These are growing in popularity in Europe, as large companies, including Microsoft, seek to reduce their carbon emissions and their energy bills.

Tech trends for 2018: the big will get bigger
the main engines of growth for the biggest tech companies in 2018 are ones that have already become a deeply ingrained part of business life: digital advertising, ecommerce and the wholesale move of global IT to the cloud.

Ecommerce accounts for about 14 per cent of sales in the US and 9 per cent in western Europe, according to Goldman Sachs. In China, the figure is 22 per cent.

The US platform companies that have positioned themselves to ride these waves are ending 2017 as the world’s five most valuable groups: Apple, Google, Microsoft, Amazon and Facebook. And even with Apple expected to show barely any revenue growth in 2018, these companies are forecast to add $100bn in sales between them next year — a collective growth rate of 14 per cent.

Apple and Shazam sing the same tune
The core audio-recognition software itself was created in Silicon Valley by Avery Wang, a specialist in digital signal processing with a PhD in electrical engineering from Stanford University.

Mr Wang was sitting in a café in Palo Alto in 2000 when he came up with the breakthrough technique for identifying a song from recordings, even with low-quality phone microphones and background noise. 

His original patent, filed in 2001 jointly with his Stanford professor Julius Smith, for a “system and methods for recognising sound and music signals in high noise and distortion” remains a foundational part of Shazam’s technology and intellectual property portfolio. 

Mr Wang is the only one of Shazam’s four co-founders still working at the company. After he joins Apple, along with the rest of Shazam’s research and development team in Silicon Valley’s Redwood City, the iPhone maker will have fresh capabilities not only in music identification but the ability to recognise a wide range of audio signals, from TV and movies to the sound of people laughing or clapping.

“Apple isn’t buying Shazam for music. Instead, Shazam is an augmented-reality play,” Neil Cybart, an Apple analyst, said in his Above Avalon email newsletter on Monday.

US companies, he adds, have been more successful at commercialisation and scaling up a new technology than their British counterparts. “What we are really good at in this country is innovation and creativity. We should try to play to our strengths and be willing to partner or sell out to US companies.”

Lactalis recalls baby milk after salmonella contamination
Lactalis said it believed the contamination happened at one of its drying towers in north-west France in early May this year. As a precaution, it has decided to recall all products manufactured since February 15 2017 and has shut down the relevant facilities for cleaning and disinfection. 

Lactalis is one of the world’s biggest dairy producers and has 229 production sites in 43 countries, according to its website. The family-owned dairy group is based in Laval in the west of France and is known for brands including Président butter and Rachel’s Organic yoghurt. Last year it recorded revenues of €17bn.

一天之内,发布消息的微信公众号遭到轮番删帖,微博热搜榜也被删去了与此事件相关的关键词。但屏蔽机制这次并没有太奏效,事件的热度接连暴涨,人们既为北京在寒冬里驱逐的外来“低端人口”鸣不平,又为京城里连城市中产的孩子都无法逃离魔掌而感到绝望(编注:该幼儿园的学费为5500元人民币/月)。

“底层”与“中产”,此刻才强烈意识到彼此是休戚与共的命运共同体。

问题在于,我们处在一个正常的社会吗?

在一个正常的社会,当家长发现了自己的孩子身上有针孔,从她的话里得知其在学校可能被陌生人脱光衣服后,一定会报警,警方会迅速介入,控制嫌疑人,启动侦查程序;之后检察院会介入,对案件进行审查起诉,再由法院进行公平裁决,无论嫌疑人有多大背景,司法程序都可以流畅运转;媒体当然也会介入全程,发布详实可信的调查报导;待到事件落幕,整个教育系统会有针对性地启动结构性改革,同时社会组织会推动未成年性教育,使其成为重要的社会议题。

文章在标题把红黄蓝幼儿园虐童事件(以下简称“红黄蓝”事件)和江歌案相提并论,但却不提为什么江歌案事件里几乎没有媒体和自媒体被删帖,而“红黄蓝”事件中,一开始发消息的媒体报导和公众号文章,几乎全都被屏蔽了。不把删帖这个因素考虑进去,单纯地将教科书里的传播学理论拿出来套用在事件上,才是真正的“失焦”。

江歌案可以被随意讨论,那是“人民内部矛盾”,你们怎么撕都无所谓;而这次的事件之所以要“全覆盖、无死角”地删帖,那是因为这已是人民与高墙间的“敌我矛盾”——我们只能这么解读,删帖的规则在“黑盒”里,无法被看到,只能从现象反推回去分析。

此类呼声,无论初心如何,实质上都模糊了问题的真正所在,也是删帖的源头之处。不讨论不受制约的权力,转而以“疑罪从无”的司法原则去谴责沸腾的民意,并以此为接近真相的方式,大概算是中国当代一大奇观。

What Happens If China Makes First Contact?

Science fiction is sometimes described as a literature of the future, but historical allegory is one of its dominant modes. Isaac Asimov based his Foundation series on classical Rome, and Frank Herbert’s Dune borrows plot points from the past of the Bedouin Arabs. Liu is reluctant to make connections between his books and the real world, but he did tell me that his work is influenced by the history of Earth’s civilizations, “especially the encounters between more technologically advanced civilizations and the original settlers of a place.” One such encounter occurred during the 19th century, when the “Middle Kingdom” of China, around which all of Asia had once revolved, looked out to sea and saw the ships of Europe’s seafaring empires, whose ensuing invasion triggered a loss in status for China comparable to the fall of Rome.

Every so often, a Hans Zimmer bass note would sound, and the glass pane would fill up with the smooth, spaceship-white side of another train, whooshing by in the opposite direction at almost 200 miles an hour.

From all accounts, one gets the sense that an alien civilization has dropped a cryptic guidebook in our midst: a manual that’s brilliant—or at least, the parts of it we can understand.

You can see Go as a massive tree made of thousands of branches representing possible moves and countermoves. Over generations, Go players have identified certain clusters of branches that seem to work really well. And now that AlphaGo’s come along, it’s finding even better options. Still, huge swaths of the tree might yet be unexplored. As Lockhart put it, “It could be possible that a perfect God plays [AlphaGo] and crushes it. Or maybe not. Maybe it’s already there. We don't know.”

“Generally the way humans learn Go is that we have a story,” he points out. “That’s the way we communicate. It’s a very human thing.”

After all, people can identify and discuss shapes and patterns. Or we can argue with each other about the reasons a killer move won the game. Take a basic example: When teaching beginners, a Go instructor might point out an odd-looking formation of stones resembling a lion’s mouth or a tortoiseshell (among other patterns) and discuss how best to play in these situations. In theory, AlphaGo could have something akin to that knowledge: A portion of its neural network might hypothetically be “sounding an alarm,” so to speak, whenever that lion’s-mouth pattern appears on the board. But even if that were the case, AlphaGo isn’t equipped to turn this sort of knowledge into any kind of a shareable story. So far, that task is one that still falls to people.

Under Xi Jinping, dwelling on inconvenient facts of history or insulting revolutionary heroes and martyrs is now a punishable offence called “historical nihilism”.

He wants his citizens to identify with “the motherland, the Chinese nation or race, Chinese culture, and the Chinese socialist road”. He calls these the “four identifications” and has distilled them into two key slogans - the great rejuvenation of the Chinese nation and the Chinese dream.

Richard Nixon had argued: “Taking the long view, we simply cannot afford to leave China forever outside the family of nations, there to nurture its fantasies, cherish its hates and threaten its neighbours.”

When the door to the West inched open a decade later, some princelings of Xi’s generation took the opportunity to leave.

It is a place laden with history. The emperors spent time here, Napoleon I and Napoleon III. In the Fourth Republic, it was the palace of a president without powers. Only in the Fifth Republic did Charles de Gaulle move back in.

Germany is different from France. You are more Protestant, which results in a significant difference. Through the church, through Catholicism, French society was structured vertically, from top to bottom. I am convinced that it has remained so until today.

France is a country of regicidal monarchists. It is a paradox: The French want to elect a king, but they would like to be able to overthrow him whenever they want.

I am a strong believer that modern political life must rediscover a sense for symbolism. We need to develop a kind of political heroism. I don't mean that I want to play the hero. But we need to be amenable once again to creating grand narratives. If you like, post-modernism was the worst thing that could have happened to our democracy. The idea that you have to deconstruct and destroy all grand narratives is not a good one. Since then, trust has evaporated in everything and everyone.

I am putting an end to the cronyism between politics and the media. For a president, constantly speaking to journalists, constantly being surrounded by journalists, has nothing to do with closeness to the people. A president should keep the media at arm's length.

Rapid modernization means more than rising incomes. It means rural-to-urban migration, population density and shifting social hierarchies. This changes how society and politics work. Of course, most countries manage to modernize without committing atrocities. But in countries already predisposed to sectarian conflict, modernization can trigger terrible violence.

Economic change disrupts how people organize themselves socially and therefore relate to one another. Identity becomes more salient as people search for new ways to root themselves. This means that contradictions or faultlines in identity — for example, between Myanmar’s ethnic majority and the minority Rohingya, long seen as outsiders — become more salient as well.

As we wrote earlier in the week, this is not to say that the people of Myanmar are inherently predisposed to sectarian conflict or were unready for modernization. Rather, these developments reflect the weakness of institutions, as well as political and social norms, that are meant to safeguard societies through turbulence. When they are not up to that task, as in Myanmar, the consequences can be severe.

And conversely, how much attention should we pay to the fact that today’s nascent democracies are held to a much higher moral standard than more established ones were in their earliest days? The early United States, for instance, relied on slave labor and waged brutal ethnic cleansing campaigns against Native Americans. European nations used slavery, torture and political oppression to maintain control over their colonies.

We now recognize, rightly, that those atrocities were abhorrent and shameful. But it is easier to do that from today’s comfortable vantage point of wealth and stability. We rarely reckon with how much of what we have today was derived from the oppression of others. So should we take a cold, hard look at the difficulties of establishing democracy, freedom and equality all at the same time?

What Happened to Myanmar’s Human-Rights Icon? | The New Yorker
Havel and Suu Kyi were among the many dissidents around the world who, from the mid-eighties to the early nineties, emerged as icons of freedom, often toppling the regimes that had oppressed them. In South Africa, after nearly thirty years in prison, Nelson Mandela negotiated an end to apartheid and then assumed his country’s Presidency. In Warsaw, a shipyard worker named Lech Walesa and a movement called Solidarity swept the Communist government from power. In the Philippines, the dictatorship of Ferdinand Marcos fell after Corazon Aquino, the widow of an assassinated critic of the regime, took up her husband’s struggle. Democratic movements did not always triumph—the Chinese government’s massacre of student protesters near Tiananmen Square is the grimmest example—but, in the last three decades of the century, the number of democracies in the world increased from thirty-one to eighty-one.

Myanmar is a patchwork of a hundred and thirty-five officially recognized ethnicities, dominated by the Bamar, from the country’s heartland, who make up sixty-eight per cent of the population and most of the ruling élite. Armed conflicts have simmered for decades between numerous ethnic groups and Bamar-led governments. In 1947, Suu Kyi’s father, Aung San, a Bamar general now regarded as the founder of the modern nation, persuaded several groups to put aside their differences in the interest of ending colonial British rule. But he was assassinated shortly before independence, which went into effect in January, 1948, and tribal conflicts soon consumed the young nation.

In 1999, Suu Kyi was faced with an agonizing decision. Her husband had received a diagnosis of terminal cancer and asked the regime to let him visit her. Repeated requests were denied, but the generals offered to release Suu Kyi, so that she could visit him, in Oxford. She and Aris knew that, if she left the country, she would never be allowed back. She chose to stay in Myanmar and never saw him again.

The euphoria that surrounded her ascent obscured how extensive the military’s power remains. The Army controls the ministries for defense, home affairs, and border affairs, and a quarter of the seats in parliament are reserved for men in uniform. Even ministries that are in civilian hands, such as finance, are full of holdovers from the previous regime, and much of the country’s budget is reserved for military use.

The armed forces of today have their origin in the Burmese Independence Army, which her father founded, in 1941, in order to rid the country of the British. In her Shwedagon Pagoda speech, Suu Kyi reminded her listeners of this history. “Let me speak frankly,” she said. “I feel strong attachment for the armed forces. Not only were they built up by my father—as a child I was cared for by his soldiers.” She retains many of the military’s values, frequently stressing the importance of discipline and unity.

For her entire life, Suu Kyi has been faithful to the memory of a father she never knew and to a country that she’d seen little of between the ages of fifteen and sixty-five. The intransigence and the certitude that may now cause her to be remembered as an enemy of freedom are the same qualities that served her well in captivity. In the years alone in her house, her distance from active politics made her a perfect vessel for the hopes of her countrymen and for the idealistic projections of the wider world.

It is a criminal enterprise focused on long-term survival, far more adept at enslaving its people than fighting big-boy wars.

Sadly, the United States has largely forgotten the lessons of the Korean War, even though that conflict cost the lives of more than 33,000 American combatants. The causes of this collective amnesia are varied: The Korean War ended in an inglorious tie that was impossible to celebrate. It produced no Greatest Generation myths and few memorable movies. Then came Vietnam — the first war to be truly televised, a war that is still being parsed on public television. Vietnam seared itself into our literary and cinematic culture, blotting out Korea, the Forgotten War.

After a halting and discouraging start that cost the lives of thousands of G.I.s, the American war machine became a murderous, unstoppable force. Using bombs and napalm, the United States Air Force blew up and burned down virtually every population center in North Korea. Gen. Curtis LeMay, head of the Strategic Air Command during the Korean War, estimated that “over a period of three years or so, we killed off — what — 20 percent of the population.” That’s about 1.9 million people.

Vast numbers of Chinese troops died to save North Korea from Kim’s bloody mistake; they kept his regime from becoming a footnote in Asian history.

Myanmar Follows Global Pattern in How Ethnic Cleansing Begins - The New York Times
National self-determination, the idea that a nation should have the right to freely choose its political status, is a central tenet of the international system. It is enshrined in Article 1 of the United Nations Charter, which states that its purpose is “to develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples.”

Self-determination means not only defining what a nation is, but also who belongs in that nation and who is an outsider. And during times of political upheaval, when national identity comes under pressure and different groups compete for claims to self-determination, such definitions can provide an impetus for mass violence and even genocide against those deemed to be outsiders.

It is easy enough to define a “state” — a place with borders, territory and a sovereign government. But a “nation” is a hazier concept — a group of people bound together by some common characteristic, which may or may not match up precisely with state borders. That is where things get tricky.

Stefan Wolff, a political scientist at the University of Birmingham in England who studies ethnic conflict, has found that many of the world’s worst conflicts have arisen when ethnic and political borders do not line up with one another. “From Kosovo to Silesia,” he wrote in a 2004 article, “the competing claims of distinct ethnic groups to self-determination have been the most prominent sources of conflicts within and across state boundaries.”

La sonde Cassini a émis son dernier message en plongeant vers Saturne

Avec près de trois cents orbites autour de Saturne, la sonde a découvert notamment des mers de méthane liquide sur Titan, son plus grand satellite naturel, et un vaste océan d’eau salée sous la surface glacée d’Encelade, une petite Lune saturnienne. Les données recueillies par le spectromètre de Cassini lors de la traversée d’un panache de vapeur au pôle sud d’Encelade, ont révélé la présence d’hydrogène.

Cet hydrogène est la signature d’une activité hydrothermale propice à la vie, avaient alors conclu les scientifiques en annonçant cette importante découverte en avril dernier. « Ce monde océanique d’Encelade a vraiment changé notre approche sur la recherche de la vie ailleurs dans notre système solaire et au-delà », a pointé Linda Spilker.

Lune Europe, également dotée d’un vaste océan d’eau salé sous une épaisse banquise, où la vie pourrait exister.

梁文道:和朱元璋學國學

尤其大陸正在流行所謂的「國學教育」,傳聞連習近平也很欣賞近年大熱的《弟子規》,要孩子們多多誦讀這類「經典」,簡直就是蔣介石昔年在台灣發動「中華文化復興運動」的翻版。香港若是也來這套,我們的學生乖乖地跟着學嗎?他們多半是要把「國學」等同於洗腦的吧。

如果國學教育教的就是《弟子規》,我會很同情那些受苦的學生的。因為這本清朝一個秀才寫給販夫走卒看的識字讀本,不只不能代表國學,甚至連符不符合儒家精神都很難講。

要知道在傳統秩序的框架底下,忠往往是孝的延展,所以要人無條件地孝,也就相當於要人無條件地忠。如果說這就是中國文化的精粹,是儒家的真精神,那就真是太過冤枉列代聖賢了。

真正的儒家不接受無條件的忠順,正所謂「君君、臣臣、父父、子子」,當國君的要有當國君的樣子,做臣子的也才能有做臣子的表現。這一切倫常政治關係皆是相互規約,要求雙方各盡本份的。

儒門弟子真正值得獻身景從的對象,不是一個人甚至一個政權,而是充盈於宇宙之間,萬古恒健的天地正道。

不過,要是這麼教儒家,這麼教國學,學生又會不會變得容易激進,破壞了社會的繁榮安定呢?所以除了鼓勵他們好好背完《弟子規》算數,不妨也參考一下明太祖朱元璋的辦法。

La facilité d’utilisation de ces applications tranche avec l’inefficacité de la bureaucratie chinoise et de son secteur bancaire. Certains supposent d’ailleurs que les autorités ont volontairement laissé le champ libre à ces nouveaux acteurs pour secouer l’industrie bancaire dominée par les entreprises d’Etat sclérosées.

Un système « basse technologie » adapté à la Chine, pays encore en développement, où beaucoup de transactions ne dépassent pas quelques yuans (1 yuan = 0,12 euro). Des montants insuffisants pour convaincre un vendeur de fruits et légumes de s’équiper d’un terminal NFC, la technologie utilisée par Apple Pay, qui ne s’impose pas en Chine.

N’importe quelle entreprise qui veut réaliser quelque chose aujourd’hui doit être soutenue par l’un ou l’autre : ils contrôlent les applications de vélos partagés, la livraison de repas, les achats en ligne, mais aussi des services de vidéo, de musique, de billetterie, de prises de rendez-vous chez le médecin… Pour l’instant, le gouvernement leur fait confiance, mais ils ne sont pas l’abri d’accusation de pratiques monopolistiques.

而另一点和之前版本不同的是,在这个版本中,大象挽救了军官的生命,并且让军官重获良知。完成了大象对于军官的救赎,同时也从另一方面,表现出了日本的战争对于人性的摧残,从而在更大的立意程度上否定了日本的二战。

这就要说到日本的当下国情。在战后的一段时间,日本的反战情绪大多数可以分析归纳成两种:

1 反思日本在二战时为什么会战败?

2 旗帜鲜明地反对所有战争。

在这两种思维中,缺少的其实是另一种旗帜鲜明的观点:日本在二战时的所作所为是错误的,这个行为本身的错误导致了日本的战败。

Why China’s global shipping ambitions will not easily be contained

State-owned shipping giant Cosco has just agreed to buy Hong Kong’s Orient Overseas Container Line in a $6.3bn deal that will make it the world’s third-biggest container shipping group. The acquisition puts Cosco in a strong position to challenge European rivals Maersk and Mediterranean Shipping Company for the number one slot.

There is a growing divergence between China’s control of foreign ports and international involvement in China’s ports. Chinese companies control three times as much capacity at European ports as European companies do in China, according to Olaf Merk of the International Transport Forum, a think-tank. Not a single Chinese port is majority-owned by a European company, while an increasing number of European ports are falling into Chinese hands.
