章炳麟则更加极端,他不赞同继承异族王朝的疆域,而要恢复到汉、明时期的疆域,那才是汉族正统。于是在章炳麟眼中,在清朝与中国形同异国的缅、朝、越,变成中华民国必当恢复的领土;而在清代内附且至清末已明白划在中国近代国际疆界之内的蒙、回、藏部,反而成了可以任其去来的荒服。

首先,中国国内民族的数量远远多于五族;其次,五族共和是汉、满精英的妥协,并不是五族之间达成的。五族共和最直接的目的是将清帝国五域维系在民国之内,而中国实际上却进入了以分离为开端的大分裂时期──外蒙直接独立,最终成为无可挽回的结局。

The challenge of Xi Jinping’s Leninist autocracy

Will this combination of Leninist politics with market economics go on working as China develops? The answer must be: we do not know. A positive response could be that this system not only fits with Chinese traditions, but the bureaucrats are also exceptionally capable. The system has worked spectacularly so far. Yet there are also negative responses. One is that the party is always above the law. That makes power ultimately lawless. Another is that the corruption Mr Xi has been attacking is inherent in a systems lacking checks from below. Another is that, in the long run, this reality will sap economic dynamism. Yet another is that as the economy and the level of education advances, the desire for a say in politics will become overwhelming. In the long run, the rule of one man over the party and that of one party over China will not stand.

Second and far more important, the west (fragile as it is today) has to recognise — and learn from — the fact that management of its economy and politics has been unsatisfactory for years, if not decades. The west let its financial system run aground in a huge financial crisis. It has persistently under-invested in its future. In important cases, notably the US, it has allowed a yawning gulf to emerge between economic winners and the losers. Not least, it has let lies and hatred consume its politics.

It must create more inclusive and dynamic economies, revitalise its politics and re-establish anew the fragile balance between the national and the global, the democratic and the technocratic that is essential to the health of sophisticated democracies. Autocracy is the age-old human norm. It must not have the last word.

Chinese-style democratic meritocracy is the only viable alternative to liberal democracy, and I have front row seats to China’s experiment. What else could a political theorist ask for?

That said, I am in favor of free speech in universities. And my views are widely shared in Chinese academia: Whatever people say in public, I haven’t met a single Chinese intellectual — socialist, liberal or Confucian — who argues in private discussion for censorship of scholarly works. Censorship only serves to alienate intellectuals.

“The answer is the Pacific Northwest, and probably especially west of the Cascades,” said Ben Strauss, vice president for climate impacts and director of the program on sea level rise at Climate Central, a research collaboration of scientists and journalists. “Actually, the strip of coastal land running from Canada down to the Bay Area is probably the best,” he added. “You see a lot less extreme heat; it’s the one place in the West where there’s no real expectation of major water stress, and while sea level will rise there as everywhere, the land rises steeply out of the ocean, so it’s a relatively small factor.”

A report by United Van Lines looking at relocation trends in 2013 found that its customers were moving primarily for economic reasons — a new job, lower costs of living — or quality-of-life considerations that were not climate related, such as public transit or green space. Coincidentally, Oregon — a predicted climate-change winner — topped the list of inbound moves, followed by South Carolina, North Carolina, the District of Columbia and South Dakota. The top states for outbound moves were New Jersey, Illinois, New York, West Virginia and Connecticut.

“What we see is that people are actually moving into harm’s way,” said Thomas C. Peterson, principal scientist for the National Oceanic and Atmospheric Administration’s National Climatic Data Center. “They’re moving from relatively safe places in the Midwest to places along the Florida coast, where the risk has been increasing.”

“Summer in Minnesota is projected to be like the climate is in northern Oklahoma — the trees and the forests there, the crops that farmers plant,” said Dr. Peterson of NOAA, citing the 2009 National Climate Assessment. “You build houses differently in Minnesota versus Oklahoma, you lay railroad tracks differently.”

Chinese intellectuals and officials have a habit of worrying. They did a lot of it after the Tiananmen Square protests, as instability swept the communist world. In the early 1990s many wondered whether China could reach the end of the decade without experiencing another upheaval itself. But the forecasters of looming chaos proved dramatically wrong. They failed to predict the economic spurt in 1992 that propelled China free of its planned-economy moorings. By the turn of the century this momentum began to create a middle class whose members had a stake in keeping the growth-loving party in place.

This middle class, however, is now beginning to worry about protecting its gains from the whims of law-flouting officialdom and the caprices of the global economy. It frets about the environment and food contaminated with chemicals.
