On the difference between role=“menu” / role=“menubar” and role=“navigation” for dropdown menus:
"According to the ARIA spec, a menubar is "a presentation of menu that usually remains visible and is usually presented horizontally." And menu is a "type of widget that offers a list of choices to the user." Further, "A menu is often a list of common actions or functions that the user can invoke. The menu role is appropriate when a list of menu items is presented in a manner similar to a menu on a desktop application."

"A website navigation menu is similar to a menu on a desktop application, but it isn't comprised of a list of common actions or functions; it's comprised of a list of links. Therefore role="menu" or role="menubar" may not be the best choice. Perhaps enclosing the menu in a container with role="navigation" may suffice.

"Also, if links are tagged with role="menuitem", screen readers no longer handle them as links. For example they don't show up in the JAWS Links List dialog or VoiceOver Links list in the Rotor."

"Animated menubar items was the culprit in my case as well. Disabling the MozyHome menubar item reduced WindowServer CPU from nearly 70% to ~5%.”

A later comment also offered this idea:
"Somehow my user preference file, com.apple.sidebarlists.plist, had acquired several keys with very long values (all named Bookmark); the lengths ranged from about 2.7 MB to 4.3 MB which made the size of the preference file larger than 11 MB. It appears that whenever an operation occurred that needed to access the (sequential) preference data from that file, reading the entire file brought everything to a near standstill until complete."

Some tips on some things to check in case your menubar is crashing: "The fact that the problem doesn't happen to the other user but does to you really makes it clear that some preference file is corrupted or possibly some other app/utility is interfering with the Menu Bar internals.
 
"Did you also remove the com.apple.systemuiserver.xxxxxxx.plist file in ~/Library/Preferences/ByHost as well as the one in ~/Library/Preferences? The xxxxxxxx will be a bunch of hex digits that are either the MAC address or the UUID of the system (I think but not positive) and then kill and restart the SystemUIServer.app program? You might even want to do a safe boot to see if the problem goes away. And then reboot in normal mode."
