Is it bad UX to omit a progress indicator? - User Experience Stack Exchange
One of its major results is how we perceive response time:

"instantaneous" (0.1 – 0.2 seconds)

"immediate" (0.5 – 1 second)

"longer" (2-5 seconds or more)

If an action is instantaneous or immediate, then you don't need to show a progress indicator. But if it's over 1s, then you should show a progress indicator.
