Port Lands: $1.2b of Trilateral Funding Unlocks Revitalization | Urban Toronto

Three levels of government are committing $1.185 billion of new funding to remake what Waterfront Toronto describes as "one of North America's largest underused urban areas." The investment will fund the much-needed Port Lands Flood Protection Project (PLFPP), unlocking the ambitious reinvention of the 365 hectare (880 acre) Port Lands.

While the mostly vacant and partly de-industrialized Port Lands have long been fodder for blue-sky thinking—once touted as the site of a potential Olympic bid, and more recently Expo 2025—some 290 hectares (715 acres) of the area are currently at risk of flooding. Any visions of the future are contingent on the funding that was finally secured today. Joined by Mayor John Tory and Premier Kathleen Wynne, Prime Minister Justin Trudeau lead the way in announcing a Federal contribution of up to $384 million......Two new naturalized outlets for the Don River will be created, with the waterway—surrounded by the river beds' flood-protecting greenery—carving out the new Villiers Island, which is envisioned as a dense urban entry point to the Port Lands.

Alongside the naturalized river beds, 13 acres of wetlands will be introduced throughout the Port Lands, creating a resilient and sustainable urban environment. In total, 29 hectares of naturalized greens are are planned—including coastal wetlands—as well as 16 acres of parkland, and 14 acres of in-water aquatic habitat. The new waterways will also add 1,000 metres of naturalized river.

The cap-and-trade system for reducing emissions of greenhouse gases is a revenue plan couched in green language. It is a complex scheme that involves the government creating financial products called “carbon credits” that it then forces industries to buy and trade. Of course it requires the establishment of an enormous bureaucracy. The plan is projected to raise $2-billion in revenue for the government each year.

The Ontario government has rolled out details on a huge expansion of GO rail service, a $13.5-billion investment that leaves little money for other transit projects around the region and falls short of earlier promises.

More frequent service with electricity-powered trains across much of the Toronto-area rail network was a Liberal campaign pledge last year, and will be funded in part by the sale of a stake in the utility Hydro One.

“We’re going to make massive improvements across the GO system,” Premier Kathleen Wynne said on Friday at a Barrie rail station, where she and Transportation Minister Steven Del Duca started to spell out what this will mean.

GO Transit service will start ramping up this year. At the end of five years, nearly 700 more trains will be running each week, an increase of about 40 per cent in capacity on weekdays, most at off-peak times. Weekend service will jump by more than 140 per cent.

Among the other details revealed on Friday was that it will take seven or eight years to electrify the GO corridors Toronto Mayor John Tory needs for his SmartTrack transit plan. ....The province has been promising regional express rail (RER) – the shorthand for changing GO from a largely commuter service into frequent, two-way electrified service – for more than a year. Ms. Wynne promised in a speech to the Toronto Region Board of Trade last April to “phase in electric train service every 15 minutes on all GO lines that we own.”

Now, having systematically fled from reality before and during the election, and having been rewarded handsomely for this evasion, Ms. Wynne and her government face the difficult task of beginning to tell the truth. This volte-face is always hard for a government that lives and dies by what pollsters tell politicians that voters want to hear, rather than by what they need to hear.

Squaring the circle of Ontario’s deteriorating fiscal situation with the expansionist Liberal budget will require spending restraint of a kind for which the party did not prepare the electorate, because the spending restraint will have to be tighter than anything the Liberals imagined.

Toronto wise to hold off celebrating Wynne’s victory - The Globe and Mail

Ontario, and by extension its capital city, is facing big challenges. Once the dynamo of the national economy, the province is struggling to create jobs and maintain growth. Joblessness runs consistently above the national average. Ontario’s troubles have obvious and serious effects on Toronto. This city is in the process of moving from big city to true metropolis. Hundreds of thousands of immigrants are arriving every decade from all corners of the world. The city is growing up (quite literally, in its booming downtown). Will it thrive on this growth or choke on it?

To cope, Toronto needs to invest in transit, roads, water systems and other key infrastructure. It needs to reform its often-inept city government, making it leaner and more responsive. If it is to overcome the stresses of growth and continue to thrive in the coming years, it needs the consistent help of the provincial government, to which city hall is tightly tethered.

More than that, it needs Ontario to succeed. Ontario’s problem is Toronto’s problem.

Mr. Hudak’s Conservatives and Ms. Wynne’s Liberals offered starkly different solutions. Mr. Hudak promised to cut big government down to size, trim corporate taxes and spur job creation that way. Ms. Wynne promised to invest instead of cut, pouring money into transit and other needs.
