Most drivers in fatal collisions with cyclists avoid jail says Cycling UK research | road.cc
From 2007-17, in the areas covered by the 10 police forces that responded, 209 cyclist fatalities were recorded. Less than half, 86, resulted in a motorist being charged with causing death by careless or dangerous driving.

Of those, 66 were convicted, with just under half of them – 31 – receiving a custodial sentence.

ACS Advocates a Consensus Strategy to Prevent Injury, Disability, and Death from Firearms
The ACS COT’s Consensus Strategy views firearm injury and mortality in the larger context of violence toward oneself or others, which is a major cause of unnecessary injury and death in the United States, claiming on average 175 American lives every single day.*

“To reduce death and disability associated with firearm injuries, we have to think about the strategies that cover the entire spectrum of violence-related events: how firearms are stored in the home, recognition that people who are at risk of self-harm or domestic violence should not have access to weapons, and addressing the causes of interpersonal violence. These strategies don’t get a lot of attention. These are not controversial ideas. All are achievable and could make a huge impact in terms of reducing injury, disability, and death,” said Eileen M. Bulger, MD, FACS, Seattle, Wash., current ACS COT Chair.
Violent Intentional Injuries and Deaths Are a Neglected Public Health Crisis

In 2016, the most recent year for which data are available, a firearm was involved in 51 percent (22,938) of suicides and 75 percent (14,415) of homicides. Since 1999 there has been a 17 percent increase in firearm-related intentional injury death rates; over the same time period, there was a 22 percent decrease in traffic-related deaths.*

Since 2014, the ACS COT has been engaged in a firearm-injury prevention consensus-building project that involved surveys of its members and the ACS Board of Regents and Board of Governors, town hall meetings, and outreach to a broad group of stakeholder organizations.

The public security organs, prosecutorial agencies and courts all stopped functioning at the start of the Cultural Revolution; thereafter, laws existed only in name. Since Mao’s death, a robust legal system has never truly been established and, today, law’s failure manifests itself in two ways. First, the law is strong only on paper: in practice, law tends to be subservient to the power that officials wield. Second, when officials realise they are being investigated and know their position won’t save them, some will choose to die rather than submit to legal sanctions, for officials who believe in power don’t believe in law...
Before, limited by social constraints, people could feel a modicum of freedom only within the family; with the loss of those constraints, that modest freedom which was once so prized now counts for little. Extramarital affairs have become more and more widespread and are no longer a cause for shame. It is commonplace for successful men to keep a mistress, or sometimes multiple mistresses – which people often jokingly compare to a teapot needing at least four or five cups to make a full tea set. In one case I know of, a wealthy businessman bought all 10 flats in the wing of an apartment complex. Ponies taken out of the New Forest after four horses killed in eight days | Daily Echo
Campaigners fighting for speed restrictions on the B3078 from Godshill to Cadnam have said people are fed up with the number of collisions and are being forced to keep their ponies out of harm’s reach.

The New Forest Roads Campaign is calling for speed restrictions after the road saw four ponies killed in just eight days.

Nearly 3,000 people have signed their online petition which aims to lobby higher authorities for permanent speed measures.

Selon le procureur, les faits se sont déroulés en trois phases : le contrôle de police d'environ «10 à 15 minutes», où M. Fofana va donner une fausse identité et où les policiers vont lui demander de se garer et de les suivre au commissariat.

Puis la deuxième où il va fuir en marche arrière, manœuvre «particulièrement dangereuse puisque dans sa course le conducteur va frôler un fonctionnaire de police» avec «à ses côtés deux enfants». Le policier va «se projeter sur le bas-côté» emporter avec lui «une fillette qui aurait pu être heurtée par le véhicule du fuyard», précise le procureur. Le conducteur va ensuite percuter un véhicule en stationnement. Enfin, après ce choc, le conducteur va de nouveau tenter de fuir en marche arrière. C'est alors que le policier mis en examen va tirer sur le conducteur.

Il a indiqué «qu'en réalité il (avait) tenté de se pencher dans l'habitacle du véhicule pour saisir le volant et essayer d'arrêter la manœuvre», a relaté le procureur. «C'est à ce moment là, indique-t-il, dans le cadre de ce qu'il appelle un corps-à-corps, que le coup de feu est parti accidentellement pour toucher mortellement le conducteur.»

Investigation findings published following the death of a 72-year-old Sheffield man | Independent Office for Police Conduct
Leslie Bingham died after a South Yorkshire Police vehicle collided with him at around 6:20pm on 7 January 2017, at the junction of Penistone Road and Owlerton Green. An inquest into Mr Bingham’s death ended on 26 June 2018 and recorded a narrative finding.

We completed our investigation into the incident in June 2017 and as a result a police constable attended a misconduct meeting held by SYP in December that year. The officer was found to have breached the standards of professional behaviour, and as a result received management advice and subsequently completed a bespoke driver training course.

An independent inquiry, published on Wednesday, found that 456 patients died and possibly 200 more had their lives shortened because of the routine practice at Gosport War Memorial hospital.The inquiry, led by the former bishop of Liverpool James Jones, concluded that Dr Jane Barton, the GP who ran wards at Gosport War Memorial hospital, routinely overprescribed drugs for her patients in the 1990s. Consultants were aware of her actions but did not intervene.

The panel said concerns were raised as early as 1988, and three years later when a staff meeting was held supposedly for nurses to address the issue it “had the effect of silencing the nurses’ concerns”.

What are we to make of “incels,” the oddball community of frustrated guys who go online to complain about how they can’t find women who want to have sex with them?

Gee, I wonder why.

There’s room for all sorts of opinions on the web, I like to think. But this one has turned deadly. An incel, which stands for “involuntary celibate,” is blamed for driving a rented van that jumped the sidewalk and plowed into pedestrians on a Toronto street on April 23.

Police charged Alek Minassian, 25, of Toronto with killing 10 people and injuring 15, most of whom were women. Before the attack, authorities say he posted a message on his Facebook page to announce his incel ties.

“The Incel Rebellion has already begun!” it said in part. “We will overthrow all the Chads and Stacys! All hail the Supreme Gentleman Elliot Rodger!”

That’s incel-speak. “Chads” in their world are guys who are cool and good-looking enough to attract what incels feel unfairly denied: sex with attractive and sexually active “Stacys.”

Older men on e-bikes behind rising death toll among Dutch cyclists | World news | The Guardian
The deaths of men over 65 using electric bikes on Dutch roads have caused the number of cycling fatalities in the country to surpass the people killed in cars.

Official figures from the Netherlands’ central bureau of statistics show a near doubling of deaths on electric bikes in the last 12 months, three-quarters of which involved men of 65 years or over.

In 2017, 206 cyclists were killed in the Netherlands, 17 more than in 2016 and the highest number in 10 years. The same year 201 people lost their lives in cars (30 fewer than the previous year).

A quarter of the cyclists were on e-bikes, which have an integrated electric motor to propel cycles to speeds of around 20mph.

Self-driving Uber kills Arizona woman in first fatal crash involving pedestrian | Technology | The Guardian
Police identified the victim as 49-year-old Elaine Herzberg and said she was walking outside of the crosswalk with a bicycle when she was hit at around 10pm on Sunday. Images from the scene showed a damaged bike. The 2017 Volvo SUV was traveling at roughly 40 miles an hour, and it did not appear that the car slowed down as it approached the woman, said Tempe sergeant Ronald Elcock.

Elcock said he had watched footage of the collision, which has not been released to the public. He also identified the operator of the car as Rafael Vasquez, 44, and said he was cooperative and there were no signs of impairment.
The self-driving technology is supposed to detect pedestrians, cyclists and others and prevent crashes.

Aucune faute de conduite n’avait été relevée par l’enquête et tous les tests toxicologiques d’usage en matière d’accident routier étaient revenus négatifs. C’est logiquement que l’affaire avait été classée sans suite...
Les parties civiles s’appuient sur la maladie de Parkinson dont le prévenu est atteint depuis 2009 et qui a la particularité d’être dégénérative. Prendre le volant constituerait selon eux une imprudence. Mais le prévenu suivait son traitement lui permettant d’atténuer les tremblements. Le tribunal a considéré qu’il n’y avait pas de faute de conduite pouvant lui être imputée, prononçant une relaxe.

NIHR DC | Signal - Study raises questions about NHS “weekend effect”
The increased mortality observed if patients are taken to hospitals at weekends also affects night admissions and can be explained in part by the severity of illness.

Five linked NIHR-funded studies reviewed mortality and time and day of admission to hospital, largely using routine England-wide data.

Fewer people are admitted from A&E at the weekend. Admission is more likely if they have arrived by ambulance or been referred directly for admission from community services. Though death rate within 30 days was slightly higher for these admissions, it is likely that this was due to more severe illness. There was no difference in mortality for people who attended A&E but were not admitted.

NHS Trusts have been told by NHS England to reorganise services in line with “seven day working” to eliminate the weekend effect. These studies raise doubts as to whether such a reorganisation will achieve a reduction in mortality overall.

If anyone were to take a highway engineer to a wide open space and ask them to design a junction which would readily enable two road users to collide with neither of them ever seeing each other, I doubt any would be able to manage it.

Yet this is precisely what exists.

The exact numbers, of course, depend on the driver’s height and seating position, the geometry of their vehicle, and—if you wanted to apply this to other locations—the angle at which the roads meet. The 3:1 speed ratio will vary slightly according to all these factors, and it will not always be the case that the deadly vehicle will be so hard for its victim to see, but the angle between a driver’s line of travel and the line between their eyes and the pillar will always be such that it is the slower road user who is at risk of not being seen.

The point is this: given the design of almost every motor vehicle on the road, the crossing of two straight roads can make for a perfect storm when combined with typical speeds of drivers and cyclists. Ipley Cross represents possibly the most perfect of such storms.

La mort d'August Ames, jeune femme «normale mais avec un job un peu fou», doit nous alerter | Slate.fr
À la façon de drames touchant des adolescents et adolescentes victimes de harcèlement en ligne, mais cette fois à plus grande échelle, August Ames s’est pendue chez elle deux jours après une polémique déclenchée par un de ses tweets. Très active (et habituellement très joviale) sur les réseaux sociaux, le 3 décembre dernier elle explique qu’elle venait de refuser de tourner, donc de coucher, avec des performers (hommes) faisant du porno gay et alertait au passage sa remplaçante. L’actrice n’en dit d’abord pas plus mais la tempête commençant elle précise qu’il est question de «safety», de précaution. Et tout s’emballe.

Ms Atkinson got through a sharp left-hand turn halfway down the descent, but witnesses said she was “wobbling” and “fishtailing” as she tried to slow down.

At the foot of the pass she swerved to avoid traffic and went over a grass verge before hitting the wall, sustaining fatal facial and chest injuries.

We found that one in five of the coalition strikes we identified resulted in civilian death, a rate more than 31 times that acknowledged by the coalition. It is at such a distance from official claims that, in terms of civilian deaths, this may be the least transparent war in recent American history. Our reporting, moreover, revealed a consistent failure by the coalition to investigate claims properly or to keep records that make it possible to investigate the claims at all. While some of the civilian deaths we documented were a result of proximity to a legitimate ISIS target, many others appear to be the result simply of flawed or outdated intelligence that conflated civilians with combatants.

C'est un chiffre impressionnant. Les profils d'utilisateurs décédés peuplent le réseau social Facebook et pourraient, d'ici quelques années, être plus nombreux que ceux des vivants. Facebook deviendrait-il alors un cimetière digital géant ?

Il y a par exemple Lola, une victime du Bataclan. Son profil existe toujours mais la mention "En souvenir de" figure au-dessus de son nom. Transformé par ses proches, c'est désormais un mémorial où l'on peut laisser des messages.

'Dangerous' cyclist killed pedestrian then blamed crash on her, court told | UK news | The Guardian
Charlie Alliston, then aged 18, was said to be going nearly 20mph when he mowed down Kim Briggs as she crossed Old Street, east London, on 12 February last year. The 44-year-old mother of two was on her lunch break when the crash happened.

Alliston was riding a “fixie”, a fixed-gear track bicycle with no front brake, which is not legal on the road without modification.

He allegedly shouted at Briggs to “get out of the way” twice before their heads smashed together. Briggs suffered brain injuries including two skull fractures and died a week later.

Strasbourg: Après la mort d'une cycliste, le conducteur d'un véhicule garé sur la piste cyclable condamné
Sur la route de son travail avenue de Colmar en août 2015, une cycliste de 25 ans avait été tuée en se déportant de la bande cyclable. En évitant un véhicule garé sur sa voie, elle avait été happée par un poids lourd. Moins de deux ans après sa mort, les conducteurs des deux véhicules étaient jugés au tribunal de Strasbourg fin janvier.

Ainsi que le rapportent les Dernières Nouvelles d’Alsace, les juges ont finalement condamné ce mercredi le chauffeur de la camionnette - qui était selon ses dires garé là pour décharger du matériel d’un chantier à proximité - à six mois de prison avec sursis pour homicide involontaire. Le conducteur du camion a écopé de la même peine.

Pollution de l'air : quels sont les risques pour la santé ?
Malgré tout, il reste difficile de chiffrer précisément l'impact sanitaire des particules fines en termes de mortalité. Les chiffres de 42 000 morts en France et 386 000 en Europe régulièrement avancés, sont fondés sur une étude de la Commission européenne utilisant des données datant d'une quinzaine d'années.

L'étude la plus à jour est sans doute celle qui est issue du programme européen Aphekom, reprise par l'Institut de veille sanitaire (INVS) en 2012, qui a passé au crible 25 villes de l'Union européenne, dont 9 en France. Les experts ont conclu à des espérances de vie réduites, à 30 ans, de 3,6 à 7,5 mois selon les villes. Au total, 2 900 morts prématurées sont dues chaque année aux particules fines sur ce bassin de 12 millions d'habitants.

Ce lundi soir, vers 22 h 15, un cycliste a été mortellement percuté par une voiture, non loin du carrefour entre l’avenue Kléber et l’avenue de la Mer, à Malo-les-Bains.

Il a fait nuit. L'âge du conducteur n'est pas noté, mais les désordres visuelles qui nuit la vision dans les conditions sombres déviennent plus fréquents avec le vieillissement. C'est aussi possible qu'il était distrait par l'écran d'un portable. Sans doute l'enquête de la BADR prendra toute possibilité en compte, mais a priori, c'est la responsibilité minimum de chaque conducteur de regarder devant soi au volant.

There is a humanitarian crisis in this affluent nation, a catastrophic, systematic crisis: suicide accounts for more than 5% of Aboriginal and Torres Strait Islander deaths. It’s a staggering, harrowing statistic. In fact in my estimations, because of under-reporting issues, suicide accounts for 10% of Indigenous deaths. The contributing factors are many and intertwined, underwritten by the kind of acute poverty, disadvantage and marginalisation that should make no sense in one of the world’s wealthiest nations.

But they are not limited to socioeconomic factors. From within the cesspool of this situational trauma – this narrative of victimhood – there has manifest a constancy of traumas – multiple, composite, aggressive, complex traumas.
