It looks like you can't do it with Outlook for Mac (which is always lacking key functionality like this in shady ways?), but it's possible to add an "Internet calendar" using OWA, which then syncs to the client on Mac.

How To Sync Google Calendar with Outlook
This is not syncing. It’s subscription. Syncing is where events are copied, updated and deleted from one calendar to another <— which is what most people need. Subscribing is all but useless.

The reason is that subscribing doesn't work with the functionality of the scheduling assistant in o365. (no one can see that you're busy)

Gaining this functionality is not straight forward at all. You need a microsoft flow to do it, and the templates suck. I'm writing my own templates right now, and it is horrible. I just wish the idiots at microsoft would follow a standard or two.

The only real solution is to deselect all the other calendars when you're creating events. The top calendar (of the enabled ones) is the default when adding new events.

Calendar updates issues with Thunderbird | Thunderbird Help
Turns out for Debian-derived distros, installing the 'xul-ext-lightning' package solved this problem.

Also reset the "extensions.installedDistroAddon.{e2fda1a4-762b-4020-b5ad-a41df1933103}" key in about:config. That might be necessary

Provider for Google Calendar :: Add-ons for Thunderbird
This works (as of 30 May 2017), but you have to enable cookies in the Thunderbird's "Privacy" settings tab.

As of 3 December 2019, you also need to set "general.useragent.compatMode.firefox" to true as prescribed in this issue: https://github.com/kewisch/gdata-provider/issues/28.

Possible workaround for non-working google calendars - aka why do we use the addon at all? - Google Groups
Firstly, I don't know why people here add new threads for an existing issue instead of taking a look if it has already been created... Now which one should I send a reply to? Ok, this is a habit of this group, I open a new one. :)

A possible workaround for the current google clendar issue under 1.0.1 is to use CalDAV. It is not convenient to set up, you have to add your calendars one by one but afterwards it works flawlessly. Actually you do not even have to use the Provider for Google Calendar addon at all. Please note that you loose the e-mail and sms reminder features according to https://wiki.mozilla.org/Calendar:GDATA_Provider#Why_should_I_use_the_Provider.2C_and_not_access_via_CalDAV.3F but if this does not bother you (like me, I did not even know about these features), you do not need the addon at all while Google supports CalDAV.

The setup process (do this for all your calendars):

1. Find your Calendar ID at https://www.google.com/calendar: click on the dropdown arrow of your calendar, choose "Calendar settings" and copy the Calendar ID appearing in the "Calendar Address" section of the settings page.
2. Add a new calendar in Lightning and choose CalDAV.
3. The location is: https://apidata.googleusercontent.com/caldav/v2/your Calendar ID/events
E.g. your default google calendar's URL looks like this: https://apidata.googleusercontent.com/caldav/v2/your_...@gmail.com/events
And your additional calendars are like this: https://apidata.googleusercontent.com/caldav/v2/some_lon...@group.calendar.google.com/events

I haven't tested it too much but it has been working for some hours now without any problems.

variableTermLimitExceeded The request failed because a variable term quota limit was reached.

This ended up being an issue with the Google Calendar Connector plugin developer's API key running out of requests. Not my fault. I ended up switching to CalDAV and that's been working okay.

Can Outlook sync with Gmail and Google Calendar? Outlook 2011 will work with Gmail accounts and contacts, but not with Google Calendar.

This seems to be the definitive answer. Outlook 2007 for Windows (and later) have the capability of adding links to .ics files (e.g., webcal://...), but not Outlook 2011 for Mac.

The only solution seems to be to add the public .ics to iCal, then set up synchronization somehow. Links in the answers on superuser may explain this process further.
