Yup, I made this mistake, too:
I finally figured it out.

Instead of

This is a concise summary of the steps required to allow Windows to connect to a WebDAV share using HTTP "basic" authentication.
Found the Solution: Basic auth.

Change BasicAuthLevel to 2 under HKLM\SYSTEM\CurrentControlSet\Services\WebClient\Parameters

Then restart WebClient service:

net stop WebClient
net start WebClient

This actually didn't describe my problem, but a problem I could see myself making in the future. What was actually my problem was that I tried to guess at the "module identifier," thinking it was just "mod_something" without the "mod_". Nope.

You either need to find the *exact* .so filename (e.g., 'mod_dav.so', which is found in /usr/lib/apache2/modules on Debian), or look in the Apache docs for 'mod_whatever'. For WebDAV, the module identifier is "dav_module".

However, there are good reasons to work with WebDAV instead, port issues are one of them. The problem when porting such an application to WebDAV: Apache’s mod_dav is written in a way symbolic links are not exposed, no matter wether FollowSymLinks is set. This behaviour is intended by the communtiy, therefore a bug report was never tackled

Last, a symlink patch for mod_dav-1.0.3-1.3.6 has been published, but you will have to apply the patch onto the source code and compile the module yourself … I didn’t try that.

To enable Basic authentication on the client computer, follow these steps:

Click Start Start button , type regedit in the Start Search box, and then click regedit.exe in the Programs list.
Locate and then click the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\WebClient\Parameters
On the Edit menu, point to New, and then click DWORD Value.
Type BasicAuthLevel, and then press Enter.
On the Edit menu, click Modify.
In the Value data box, type 2, and then click OK.

Note The mapping is as follows:
0 - Basic authentication disabled
1 - Basic authentication enabled for Secure Sockets Layer (SSL) shares only
2 or greater - Basic authentication enabled for SSL shares and for non-SSL shares
Exit Registry Editor, and then restart the computer.

Office file types fail to open from server
The "Basic authentication enabled for SSL connections only" setting (WebClient\Parameters\BasicAuthLevel = 1) seems to be the default for Vista and later; this is well and good because Apache's own documentation advises Basic over SSL rather than Digest.

P.S.: You can just restart the "WebClient" service, rather than reboot.
