You should also know that if you own your home, your community can't prevent you putting a dish in the front of the house if that's the only place where you can get reception. Any HOA rule like that is preempted by the FCC ruling you can find at http://www.fcc.gov/mb/facts/otard.html.

You might like to give copies of these to your HOA and say you are planning to put your dish at the front of the house. The FCC regulation has the force of federal law and overrides anything in your HOA/community rules, providing you are placing the dish on property owned by you or under your exclusive control.
