Qualcomm, Gogo continue clash over in-flight spectrum rules - FierceWirelessTech Feb 2015
"It's been years in the making, and Qualcomm (NASDAQ:QCOM) continues to urge the FCC to issue a Report and Order establishing the Next Generation Air-Ground service in the 14.0-14.5 GHz band "as soon as possible," according to an FCC filing. There's just one problem: Gogo."

Satellite industry opposes Qualcomm's proposed in-flight mobile broadband service — PolicyTracker: the spectrum management newsletter
"The US regulator is considering a Qualcomm request for a passenger in-flight mobile broadband service in the 14.0-14.5 GHz band. US satellite operators are opposed to the proposal, which could also have implications for European operators." "The new service would operate in the 14.0-14.5 GHz band on a secondary, non-interference basis for fixed satellite service (FSS) earth-to-space communications. The key to such sharing is spatial diversity, with FSS earth station antennas oriented to the south and above the horizon, air-ground mobile broadband base stations pointing to the north, and air-ground mobile broadband aircraft stations oriented below the horizon, the NPRM said. Air-ground mobile broadband services would have to protect primary FSS in the band from harmful interference, and also accommodate other federal and non-federal users."
