"The Military segment has, historically, primarily been served by GEO satellites for execution of critical applications, including intelligence gathering, navigation and communication. GEO systems, by nature, offer the advantage of significant coverage via a single satellite, especially with the advent of GEO-HTS satellites. On the other hand, latency and significant CAPEX have always been limitations of the GEO architecture. These drawbacks have given rise to the emerging trend of LEO and MEO constellations (NGEO) that can offer low latency and lower cost per satellite. However, constellations have their own set of constraints, with system complexity, ground infrastructure costs and frequency spectrum coordination, to name a few. Considering both, the shortcomings as well as the strengths of each system, could this perhaps be the start of an integration between GEO and LEO/MEO operators with a hybrid GEO-NGEO system on the rise? "

"The MVDDS 5G Coalition is stepping up efforts to get the FCC to make more midband spectrum available for 5G, challenging satellite players that say the 12 GHz band is needed for their ventures.

OneWeb and other members of the Satellite Alliance say they’re all for adequate spectrum for 5G but that it should not be accomplished by reallocating or making secondary any satellite operations in the 12 GHz band.

The rift stems mostly from a petition for rulemaking the MVDDS coalition filed more than 18 months ago urging the FCC to remove regulatory constraints on the 12.2-12.7 GHz band that prevent use of the spectrum for 5G wireless broadband services. The coalition, which includes Dish Network, wants the FCC to enable a two-way mobile broadband service in the 12 GHz band."

In an interview with Via Satellite, Riegelman said Intelsat will still work closely alongside OneWeb in the future, leveraging both companies’ constellations to build out services in new and established verticals.

Intelsat’s board of directors approved the merger agreement back in February and expected the deal to close by the third quarter of this year. Unfortunately, even after numerous delays, Intelsat’s bondholders chose not to accept the proposed bond exchange deal before deadline."

3. There are other more immediate challenges unrelated to internet access."

"The FCC at its next open meeting will consider an order that would make available a whopping 1,700 MHz of additional high-frequency spectrum for flexible terrestrial wireless use and provide 4 gigahertz for core satellite use. The meeting is scheduled for Thursday, Nov. 16. FCC Chairman Ajit Pai said in a blog post that the decision to make more spectrum available would build on the 11 gigahertz of spectrum that the FCC made available for flexible terrestrial wireless use last year and would be a major marker in the United States' efforts to lead the world in 5G innovation."

"“Unlike terrestrial providers of broadband services, they [satellite companies] object to participating in auctions to secure spectrum rights. But dedicating spectrum for only one type of mobile broadband—satellite mobile broadband—is poor spectrum management,” T-Mobile wrote.

Verizon is also urging the FCC to reject efforts by the satellite industry to dismantle key aspects of the proposed rules, which would have a detrimental impact on 5G deployment. Verizon argued that the Spectrum Frontiers Order provided satellite companies with a “windfall” by creating interference zones around grandfathered and new earth stations under particular conditions.

Telesat: “V-band LEO constellation as one that “will follow closely the design of the Ka-band LEO Constellation,” also using 117 satellites (not counting spares) as a second-generation overlay.”

Theia: “use V-band frequencies for gateways on the ground that would have originally only used Ka-band. The company wants to operate a constellation of satellites for both communications and remote sensing, and claims that because its spacecraft will have “regenerative” payloads, that “there is no specific relationship between V-band uplink frequency bands and downlink frequency bands.””

“There is simply no basis to jeopardize 5G [Multi-Channel Video Distribution and Data Service, or MVDDS] deployment to give additional spectrum to a speculative NGSO service that already has access to ample spectrum,” the MVDDA Coalition said in its FCC petition, referring specifically to OneWeb.

"The coalition said a recent study performed by Tom Peters, a former chief engineer at the FCC’s Wireless Telecommunications Bureau, found that new technology would permit 5G to coexist in this spectrum with current direct-broadcast television satellite signals. The coalition concedes that no such spectrum sharing is possible with low-orbiting satellite systems without “severe operational constraints on MVDDS, NGSO FSS [fixed satellite service] or both services.”"

"Satellite companies, including EchoStar, Hughes Network Systems, Alta Wireless, OneWeb, O3b, ViaSat, Inmarsat Mobile Networks and SES Americom are united in their quest to protect the 28 GHz band. ... saying that auctions and secondary markets are not appropriate for satellite earth station licensing – which are exactly the ways mobile carriers have advocated for Fixed Satellite Services (FSS).

The satellite companies say earth stations do not need rights to large geographic areas to operate effectively or avoid adversely affecting upper microwave flexible use (UMFU) systems. They also say auctions of county-sized or larger areas would not allow earth station operators to effectively compete for 28 GHz spectrum."

"Dish Network (NASDAQ: DISH) has applied for a patent that involves a hybrid satellite / terrestrial service capable of delivering interactive video and broadband Internet to consumers in both urban and rural areas, according to a patent application. The filing was first reported by The Donohue Report.

The patent filing describes techniques for reusing frequencies between satellite and terrestrial systems. In addition, it discloses a mechanism for networking satellite and terrestrial networks in which the power levels of the satellite and terrestrial communications are controlled so as to minimize co-channel interference. "
