[Jeroen Cappaert, a co-founder] said Spire is now considering providing mission services to companies, who they would fly their payloads on Spire satellites. “We think of Spire today as a data provider, but we’re also a mission provider,” he said. “We’ve built all this infrastructure and we think we can provide value to other companies that don’t necessarily want to spend the time and capital building all this from scratch.”

Planet and Spire, operators of the two largest commercial cubesat constellations in orbit, say they manage their fleets to prevent retired spacecraft from lingering in space beyond internationally accepted guidelines.

Safyan suggested that the problem of smallsats-turned-space-debris in LEO will likely “be a self-correcting problem” as the launch industry brings to market vehicles and adaptors specialized for such spacecraft.

Speaking at the SmallSat Symposium here Feb. 7, officials from Planet and Spire said the companies have self-imposed rules to ensure their satellites burn up in Earth’s atmosphere within 25 years of shutting down, as suggested by the Inter-Agency Space Debris Coordination (IADC) committee.

"Spire Global, the San Francisco-based company that operates 48 GPS radio occultation cubesats, could provide a persistent view of about 97 percent of Earth with a constellation of 150 satellites"

"A constellation of 100 to 200 radio occultation satellites, which provide detailed observations of atmospheric temperature and moisture, could be used in conjunction with geostationary weather satellites like NOAA’s Geostationary Operational Environmental Satellite-16 to dramatically improve the accuracy and spatial resolution of global weather prediction models, MacDonald said."

"Spire also is expanding its ground network. The company has 27 ground stations operating and is pushing to increase that number to 50 because the added ground stations will allow the firm to provide customers with data no more than 30 minutes old"

FCC grants Telesat LEO market access despite ViaSat protests - SpaceNews.com
"Following market approval given to OneWeb in June, the U.S. Federal Communications Commission on Nov. 3 granted global fleet operator Telesat permission to reach the U.S. with a constellation of 117 low-Earth orbit satellites.
Competitor and partner ViaSat of Carlsbad, California, which operates geostationary satellites and is awaiting FCC approval for a medium-Earth orbit system, had urged the FCC to deny Telesat’s filing, but was largely rebuffed."

"The FCC also granted Space Norway market access Nov. 3 to reach the U.S. with two satellites in non-geostationary elliptical orbits. Both Telesat and ViaSat sought to block Space Norway."

"Telesat plans to select a manufacturer for its constellation next year, and start launching in 2020, leading up to activation in 2021. The full constellation will support broadband communications with several terabits of total capacity."

Smallsats unite to campaign on spectrum issues | PolicyTracker: the spectrum management newsletter
"The Commercial Smallsat Spectrum Management Association (CSSMA), launched this month, will campaign for an expedited spectrum coordination process for shared spectrum as well as on other spectrum issues affecting the community."

"The primary commercial uses of smallsats so far are for imaging (Planet Labs, Astro Digital) or other kinds of sensing (such as radio frequency sensing – Hawkeye 360); weather forecasting (Spire, Space Sciences); and monitoring of automatic identification systems for shipping and automatic dependent surveillance (Spire). That’s according to Tony Lin, a Hogan Lovells communications attorney based in Washington, D.C.

Another company, Kepler, has proposed a smallsat Fixed Satellite System (FSS), said Lin, who represents several smallsat companies. Two operators, Spire and Planet, have obtained licences from the Federal Communications Commission (FCC) to operate commercial smallsat systems; the other companies have either applied or plan to apply soon."

"Smallsat systems generally use spectrum for one-way “data dumps,” so coordination and shared use is primarily a “scheduling” exercise. Smallsats generally don’t need the exclusive spectrum more typically required for the Mobile Satellite Service or FSS."
