Outlook 2016 stuck on trying to connect - Microsoft Community
Below are general troubleshooting options for Outlook. Try one by one and and check after each step

1. Create new Outlook profile to rule out corruption in Outlook profile. - http://office.microsoft.com/en-us/outlook-help/...

2. Repair your Outlook data files - https://support.office.com/en-us/article/Repair...

3. Run SCANPST.exe. Open your Outlook > Press CTRL+SHIFT+ESC to open Task Manager > Under processes tab, right click on Outlook.exe > Open File Location > This location contains SCANPST.exe which you should double clikc to run

4. Disable Anti-virus temporarily.

5. There is a possibility that some Add-in is causing the problem. To rule this out, start Outlook in safe mode. Hold CTRL key and click on Outlook icon. Don't leave CTRL key, till it asks for the confirmation about safe mode.

6. Login to Windows with a new profile to rule out problem in Windows profile.

7. Right click on Outlook icon and run as Administrator.

8. File > Options > Advanced > Check Disable Hardware Graphics Acceleration

Go to the Security basics page (https://account.microsoft.com/security) and sign in to your Microsoft account.

Select More security options.

Under App passwords, select Create a new app password. A new app password is generated and appears on your screen.

Enter this app password where you would enter your normal Microsoft account password in the application.

Abstract
"The failure of users to follow security advice has often been noted. They chose weak passwords, ignore security warnings, and are oblivious to certificates. It is often suggested that users are hopelessly lazy and unmotivated on security questions. We argue that users’ rejection of the security advice they receive is entirely rational from an economic perspective. As with many activities, online crime generates direct losses and externalities. The advice offers to shield them from the direct costs of attacks, but burdens them with the indirect costs, or externalities. Since the direct costs are generally small relative to the indirect ones, they reject this bargain. We examine three areas of user education: password rules, phishing site identification, and SSL certificates. In each we find that the advice is complex and growing, but the benefit is largely speculative or moot. In the cases where we can estimate benefit, it emerges that the burden of following the security advice is actually greater than the direct losses caused by the attack."

Progress in the Debate over TV White Space - High Tech Forum, Jul 2017
"It is pleasing to see an advocate for unlicensed operation in the TV White Space recognize that such systems can serve only a small market.  Similarly, recognition that satellites are the least costly solution for the most rural areas is refreshing.

However, the facts that Microsoft’s white paper (1) does not consider service provided by wireless carriers using 600 MHz spectrum; (2) fails to address the problems of interference among TV White Space users; and (3) appears not to have taken into account improvements in satellite technology, indicate to me that one should give relatively little weight to their conclusions about the costs of systems operating in the TV White Space relative to the costs of commercial wireless or satellite systems.

Similarly, Microsoft’s assertion that the FCC should force the upcoming repacking of TV stations to keep an additional White Space channel available everywhere—no matter the cost in impaired TV coverage—does not seem justified."

"The Office 365 Support and Recovery Assistant helps users troubleshoot and fix their account or profile related Outlook issues. The assistant performs a series of diagnostics tests to identify the root cause of issues, such as verifying users’ credentials, licenses, updates to Outlook clients, and whether Outlook servers are reachable. "Microsoft's director of international technology affairs Jim Beveridge came under fire this week at a workshop organised by the European Communications Committee (ECC)." Quote: Microsoft's observatory was criticised by other workshop participants for giving policymakers the impression that spectrum is unused in many bands. When summing up deliberations, Ralf Trautmann, the rapporteur for the group that prepared the latest edition of the ITU Handbook Spectrum Monitoring, said: “these statements [made by Microsoft on the basis of the Observatory's data] should not be brought to the attention of politicians who do not understand radio.” Eric Fournier, director for spectrum planning and international affairs at French regulator ANFR, accused Beveridge of being “unfair” because the measurements do not pick up radio signals with low power levels, such as those used for satellite and civil aviation.

"Around 20 organisations will participate in the white space trials, Ofcom said, ranging from the local internet provider, Click4Internet to the software behemoth, Google. Seven of these companies are interested in supplying the spectrum databases that would be necessary to make a White Space spectrum project workable and eleven companies are planning to participate in three case studies. Ofcom said that it wants to provide more spectrum for Dynamic Spectrum sharing - which would require spectrum database technology - by 2016. It said that it may use newly available MoD bands in order to do this."

"Regulators are pursuing 'suboptimal' policies based on out of date economic theories, claims a new Microsoft-funded study of spectrum regulation. It argues that regulators should move from a licence-based approach to spectrum regulation to an unlicensed, rules-based approach. The study argues that issuing licences is an inefficient use of spectrum. “The spectrum shortage is largely an artefact of the system of assigning licensees exclusive rights to particular frequencies," it says. Beveridge supported the notion that rules-based regulation creates certainty. He said that the database could not only control access to the spectrum, but also learn about the operating environment. This would mean that the parameters for users to access spectrum could be dynamically upgraded." But how do rules get changed?

"The Microsoft Technology Policy Group is currently collecting frequency usage data from a number of sensor base stations. Select a sensor location to view more detailed reports and graphs about the spectrum usage." According to IEEE Fellowship nomination form for Dennis Roberson, "This observatory network was designed and deployed by Roberson’s company, Roberson and Associates, based on technology spun out from IIT."
