Prison Culture » Thinking Through the End of Police…
"Many people are more afraid of imagining a world without police than one without prisons. This seems especially true for people who consider themselves to be progressive. I don’t have the time, energy or inclination to write in depth about abolishing the police right now. But I’ve been asked a lot for ‘resources’ on the topic. To be honest, I’m crabby about offering those too. This is because what people usually mean by “resources” is a step-by-step guide or program. Well, that doesn’t exist because building a world without police is actually a collective project that will also mean that many, many other things will need to change too. That’s not a satisfying answer for people who don’t actually want to think and most importantly who think it’s “other people’s” responsibility to come up with “alternatives.”

Rinaldo Walcott offers a start for those looking for the right questions to ask about abolishing the police:
“We need broad based discussions about the future of modern policing and what it is really for.

We need to imagine a time when police are not needed. In the interim we need to disarm the police.

We must require police to work in communities they live in and make them accountable to communities they police.

We need to work towards forms of being in community where conflict is resolved within communities and where resolution is not necessarily oriented towards punishment.

These ways of being are not beyond us, indeed these ways of being are shared by many among us.

We need only recognize and acknowledge that such knowledge exists and the practice is doable.

In essence, any moral and ethical society willing to confront the deeper reasons why policing exist at all would be working towards its abolition.”


On another day when I am feeling less tired and more generous, I might write something that summarizes my ideas and thoughts on the matter. But not today…

So for now, here are a very few readings to help those who are interested in abolishing the police to think more deeply about the possibilities…"

"I can't tell you how many messages I'm getting about these posters. I can't respond to all of them so I am going to comment on the biggest critiques (that are so important to acknowledge and address) and then refer back to this status.

1. "X solution can be oppressive" - Absolutely true. Any of the solutions named in the graphics could be enacted in oppressive ways. In order for these solutions to be implemented in the way they were imagined, the people implementing them must do so with an anti-oppressive (empowering) lens, outside of the systems and institutions currently oppressing people. I highly recommend anyone considering replacing policing, study Transformative Justice and its principles, study the work of anti-oppressive community organizers, especially those who are or have been marginalized.

These posters require us to imagine a better world, one in which the resources people need in order to address the root causes of violence and harm (oppression, exploitation) are collectively provided: free housing, free healthcare, and the preservation of our planet; and white supremacy is eliminated.

2. "Sometimes we need police in situations of life threatening violence" (or, "This would only work if you weren't directly experiencing violence in the moment) - There may be times of immediate life threatening violence in which a defensive organization is necessary to save lives (such as mass shootings, for example). Those people do not need to be the police, and we can envision all kinds of organizations that would be dedicated to liberation, self-determination, preservation of life, and using force as an absolute last resort. Such organizations would ideally be controlled / organized / held accountable by the people most impacted by violence.

3. "I have had to call the police to save my life." - Yes. Same. And this is not condemning anyone for using the tools that currently exist to save their own life. And it is absolutely harmful and violent that in our society the only means we have to save our lives in violent situations is to call the police and initiate a system of incarceration that does not hear our voices, address our needs, seek actual justice, resolve the root causes of violence, or seek to support us as people experiencing violence. It is harmful that our only option is to expose other people to the possibility of having their life or their freedom taken by the police or prisons. We need other options.

4. "Police are people too." - Yes, and their personhood does not mean that their profession, nor the power that is granted to them in that profession, needs to continue in order for their humanity to be recognized. Policing is harmful and violent and therefore must lose its power in society. Taking that power from individual officers is not a denial of their humanity.

5. "Why can't we just reform policing" - Read Alex Vitale's book "The End of Policing" for a detailed answer to this question - it's really good.

6. "What does Taking Accountability mean?" - In Transformative Justice practice, "Taking Accountability" means that the person who has done harm receives support in changing their behavior, takes responsibility for what they've done, takes steps to repair the harm done according to the wishes and needs of the person who was harmed, and changes their behavior. It also means that the community asks why the person caused harm in the first place (what the "root cause" of harm is), such as poverty, lack of access to healthcare, social isolation, or other unmet needs. The community is responsible for addressing the causes of harm that are cultural and social.

Not everyone is willing to take accountability for their actions of course (we need a major cultural shift to make this more likely), and in the case that the person who did harm does not choose to take accountability, it means that the community takes collective action to prevent that person from doing harm again, such as spreading awareness about the harm, doing education about how to prevent that harm, and intervening where and when the harm is happening so that the person can no longer successfully do so. It means protecting each other in ways that reduce harm, rather than produce it.

8. "I like all of these except the domestic violence one" - see all of the above and I highly recommend that people look into the work of Survived and Punished, an organization that specifically works with survivors of domestic and other violence who are then violently pulled into the policing and carceral system.

9. "Crisis Intervention Teams include police" - In these graphics, I am not using the term in the way it is used related to policing, I am using it as a name for a totally invented kind of team that would not in any way be connected to the police and would be staffed with people who are trained in anti-oppressive means of addressing conflicts. To be as clear as possible: I do not support any measure that would fund, reform, or employ police. And any of these solutions would require that people experiencing marginalization or oppression be empowered to collectively control the resources / services themselves.

Diverse BookFinder – Identify & Explore Multicultural Picture Books
"Our Mission/Vision

• To diversify and balance bookshelves everywhere, that all our children can find themselves reflected and celebrated in libraries, schools and homes across the nation.
• To move the diverse books discussion beyond a focus simply on the lack of numbers to also consider content and impact by translating research findings so that they are accessible and useful.

To move the diverse books discussion beyond a focus simply on the lack of numbers to a much more nuanced exploration of who (which groups) are represented in recent American children's picture books and how (what themes predominate for each group), and what that communicates about how members of each group are perceived in contemporary America.
Our current focus is on depictions of racial and cultural diversity.

We bring together the current national conversation about diverse books with existing and ongoing social science research on the topic. The former is largely driven by an emphasis on increasing the number of diverse books published annually, the latter is largely driven by an exploration of the impact diverse books and how they can be used to effect attitude change.

Improving cultural accuracy is an absolutely essential step towards necessary change in diverse children’s literature all children should be able to find authentic mirrors and windows in the books they read. But even when titles are free of stereotypes and misinformation, a collection can send messages that might not be what those who share books with children intend. A diverse group of culturally authentic books might still imply, for instance, that the Black experience is defined by pain and struggle, that Native people all lived long ago, that Asian, Latinx and Middle Eastern American lives are exotically foreign. Thematic analysis offers an additional tool to librarians and educators, publishers and parents, as they seek to create collections of titles that offer a wide and balanced range of messages about racially and culturally underrepresented groups.

This project is a work in progress. Even as we attempt to shift the spotlight to focus on groups that have been underrepresented in children's books, the [field/space/world] in which we operate continues to marginalize indigenous people and people of color and centralize White people. For example:

• White culture is dominant and normative, so it is commonly used as the reference point to which other cultures are compared ("diverse" compared to whom?).
• When choosing categories for evaluating and coding, references to the dominant culture can’t be avoided, since books featuring indigenous people and people of color are a record of a minority racial/cultural experience, often one of marginalization.
• The majority of children's books, including multicultural titles, continues to be created by White authors and illustrators, and agented, acquired, published, reviewed, sold and collected by businesses and institutions that are majority White.

Therefore, as we work to transform the world of picture books to better reflect our children, we're still part of the system we're trying to change. Many thoughtful people have contributed to our evolving concepts and language, and we invite you to be part of this conversation. We welcome critiques of our content, especially any suggestions for improvement."

A Framework for Thinking About Systems Change · Intense Minimalism
"I found the following diagram recently and I thought it was interesting: Unfortunately the source is a single book titled “Restructuring for Caring and Effective Education: Piecing the Puzzle Together” that contains a chapter by Knoster, Villa and Thousand. Apparently nobody quotes the content of it in any way around the web, and it’s without a digital edition, so I wasn’t able to evaluate the proper context and what the authors meant with each terms.

However, I find this valuable even in this unexplained form, so here it is:

While the original context seem education, the above seems more framed in terms of initial action around complex systems, which makes it interesting.

The aspect I find valuable about this diagram is that it highlights the outcomes of missing a piece, more than saying that you really need all of them. In other words, you can still achieve change without steps, but you have to consider the negative effect that comes out of it and address it."

"The World Digital Library (WDL) is a project of the U.S. Library of Congress, carried out with the support of the United Nations Educational, Cultural and Scientific Organization (UNESCO), and in cooperation with libraries, archives, museums, educational institutions, and international organizations from around the world.

The WDL makes available on the Internet, free of charge and in multilingual format, significant primary materials from all countries and cultures.

The principal objectives of the WDL are to:

• Promote international and intercultural understanding;
• Expand the volume and variety of cultural content on the Internet;
• Provide resources for educators, scholars, and general audiences;
• Build capacity in partner institutions to narrow the digital divide within and between countries.


This Site

The WDL makes it possible to discover, study, and enjoy cultural treasures and significant historical documents on one site, in a variety of ways. Content on the WDL includes books, manuscripts, maps, newspapers, journals, prints and photographs, sound recordings, and films.

WDL items can be browsed by place, time, topic, type of item, language, and contributing institution. The search feature can be used to search all of the metadata and descriptions and the full text of printed books on the site.

Each item on the WDL is accompanied by an item-level description that explains its significance and historical context. Additional information about selected items is provided by curator videos. Other features include advanced image-viewing, timelines, interactive maps, and in-depth thematic sections on selected topics (in preparation).

All navigation tools, bibliographic information (also known as metadata), and content descriptions are provided in seven languages: Arabic, Chinese, English, French, Portuguese, Russian, and Spanish. Metadata and descriptions can be listened to on a text-to-voice conversion option that is available for every item in all seven interface languages.

Content on the WDL is selected by partner institutions in accordance with guidelines set by the WDL Content Selection Committee. German Forest Ranger Finds That Trees Have Social Networks, Too - The New York Times
"Reading up on the behavior of trees — a topic he learned little about in forestry school — he found that, in nature, trees operate less like individuals and more as communal beings. Working together in networks and sharing resources, they increase their resistance.

By artificially spacing out trees, the plantation forests that make up most of Germany’s woods ensure that trees get more sunlight and grow faster. But, naturalists say, creating too much space between trees can disconnect them from their networks, stymieing some of their inborn resilience mechanisms.

Intrigued, Mr. Wohlleben began investigating alternate approaches to forestry. Visiting a handful of private forests in Switzerland and Germany, he was impressed. “They had really thick, old trees,” he said. “They treated their forest much more lovingly, and the wood they produced was more valuable. In one forest, they said, when they wanted to buy a car, they cut two trees. For us, at the time, two trees would buy you a pizza.”

Back in the Eifel in 2002, Mr. Wohlleben set aside a section of “burial woods,” where people could bury cremated loved ones under 200-year-old trees with a plaque bearing their names, bringing in revenue without harvesting any wood. The project was financially successful. But, Mr. Wohlleben said, his bosses were unhappy with his unorthodox activities. He wanted to go further — for example, replacing heavy logging machinery, which damages forest soil, with horses — but could not get permission.

After a decade of struggling with his higher-ups, he decided to quit. “I consulted with my family first,” said Mr. Wohlleben, who is married and has two children. Though it meant giving up the ironclad security of employment as a German civil servant, “I just thought, ‘I cannot do this the rest of my life.’”

The family planned to emigrate to Sweden. But it turned out that Mr. Wohlleben had won over the forest’s municipal owners.

So, 10 years ago, the municipality took a chance. It ended its contract with the state forestry administration, and hired Mr. Wohlleben directly. He brought in horses, eliminated insecticides and began experimenting with letting the woods grow wilder. Within two years, the forest went from loss to profit, in part by eliminating expensive machinery and chemicals.

Despite his successes, in 2009 Mr. Wohlleben started having panic attacks. “I kept thinking, ‘Ah! You only have 20 years, and you still have to accomplish this, and this, and that.’” He began therapy, to treat burnout and depression. It helped. “I learned to be happy about what I’ve done so far,” he said. “With a forest, you have to think in terms of 200 or 300 years. I learned to accept that I can’t do everything. Nobody can.”

He wanted to write “The Hidden Life of Trees” to show laypeople how great trees are.

Stopping to consider a tree that rose up straight then curved like a question mark, Mr. Wohlleben said, however, that it was the untrained perspective of visitors he took on forest tours years ago to which he owed much insight.

“For a forester, this tree is ugly, because it is crooked, which means you can’t get very much money for the wood,” he said. “It really surprised me, walking through the forest, when people called a tree like this one beautiful. They said, ‘My life hasn’t always run in a straight line, either.’ And I began to see things with new eyes.”"

"A broader tax base, it is thought, will insure that wealthy suburbanites pay for essential services needed by the poor. No evidence is available to indicate that this actually happens in large cities.

Poor neighborhoods receiving ”services” which are not tailored to their needs may not be better off when increased resources are allocated to their neighborhood. In large collective consumption units, residents of poor neighborhoods may have even less voice about levels and types of services desired than they do in smaller-sized collective consumption units. Increasing the size of the smallest collective consumption unit to which citizens belong may not help solve problems of redistribution."

"Remember before the internet? Ito calls this period ”B.I.” In this stage of the world, life was simple and somewhat predictable. “But with the internet, the world became extremely complex. The Newtonian laws that we so cherished turned out to be just local ordinances … Most of the people who were surviving are dealing with a different set of principles.”

In the B.I. world, starting a business had a clear timeline: says Ito, you hired MBAs to write a business plan, you raised money, and then you built the thing you wanted to build. But in the AI world, the cost of innovation has come down so much that you start with the building—and then figure the money and business plan. “It’s pushed innovation to the edges, to the dorms rooms and startups, and away from stodgy organizations that had the money, the power and the influence.”

During Nicholas Negroponte’s era at the MIT Media Lab, the motto he proposed was: “Demo or die.” He said that the demo only had to work once.But Ito, who points out that he’s a “three-time college dropout,” wants to change the motto to: “Deploy or die.” He explains, “You have to get it into the real world to have it actually count.”

Ito takes us to Shenzhen, China, where young inventors are taking this idea to the next level. In the same way that “kids in Palo Alto make websites,” these kids make cell phones. They bring their designs to the markets, look at what’s selling and what others are doing, iterate and do it over again. “What we thought you could only do in software, kids in Shenzhen are doing in hardware,” he says.

He sees this as a possibility for the rest of us, too. He introduces us to the Samsung Techwin SMT SM482 Pick & Place Machine, which can put Samsung machine can put 23,000 components on an electronics board, something that used to take an entire factory. “The cost of prototyping and distributing is becoming so low that students and software can do it too,” says Ito. He points to the Gen9 gene assembler. While it used to take millions and millions of dollars to sequence genes, this assembler can do it on a chip, with one error per 10,000 base pairs. In the space of bioengineering. “This is kind of like when we went from transistors racked by hand to Pentium, pushing bioengineering into dorm rooms and startup companies,” he says.

Of course, this new model is scary. “Bottom-up innovation is chaotic and hard to control,” he says. But it’s a better way. It’s a way that lets you pull resources—both human and technical—when you need them rather than hoarding what you think you’ll need before you start. And we need to educate children to think along on these lines. “Education is what people do to you and learning is what you do for yourself,” says Ito. “You’re not going to be on top of mountain all by yourself with a #2 pencil … What we need to learn is how to learn.”

Ito urges us to follow a compass rather than a map. Instead of planning out every exact points before you start, allow yourself to make the decisions you need as you go in the general direction of where you need to be.

“I don’t like the word ‘futurist,’” he says. “I think we should be now-ists. Focus on being connected, always learning, fully aware and super present.”"

a brief history of participation
"These activities were not always congenial to the program of government reform towards democratization. Many of them used participatory methods instead to net poor peoples into networks of debt and reliance on hierarchical authorities.

The reasons for the failures of participatory technology are actually quite specific.

Participation was appropriated during the 1970s as a means of cheap development without commitment of resources from above. The theme of participatory ownership of the city, pioneered in discussions about urban planning in the West, remained strong in the context of the developing world, and even grew in a context of spiraling urbanization. In India, the Philippines, and much of Africa and Latin America, postwar economies pushed peasants off of the land into cities, where the poor availability of housing required the poor to squat on land and build their own homes out of cheap building materials. At first, the governments of these towns collaborated with the World Bank to take out loans to provide expensive, high-rise public housing units. But increasingly, the World Bank drew upon the advice of western advocates of squatter settlements, who saw in western squats the potential benefits of self-governance without interference from the state. In the hands of the World Bank, this theory of self-directed, self-built, self-governed housing projects became a justification for defunding public housing. From 1972 forward, World Bank reports commended squatters for their ingenuity and resourcefulness and recommended giving squatters titles to their properties, which would allow them to raise credit and participate in the economy as consumers and borrowers.

Participatory mechanisms installed by the Indian government to deal with water tanks after nationalization depend on principles of accountability at the local level that were invented under colonial rule. They install the duty of the locality to take care of people without necessarily providing the means with which to do so.

We need developers who can learn from the history of futility, and historians who have the courage to constructively encourage a more informed kind of development. "

Ethnography is one way to get closer to the everyday reality that design proposals will be situated within. Design ethnography is generally considered to be a light-weight version of established practices in the social sciences. Below we've collected some resources that may be a useful starting point.

We've also provided a sample "field guide" which is a booklet that participants of the HDL Studios use when venturing into the field to see the reality of a system as it is lived and experienced on the ground. It is intended to be the minimal starting point for this kind of activity. "In economics, rent-seeking is an attempt to obtain economic rent by manipulating the social or political environment in which economic activities occur, rather than by creating new wealth, for example, spending money on political lobbying in order to be given a share of wealth that has already been created. A famous example of rent-seeking is the limiting of access to lucrative occupations, as by medieval guilds or modern state certifications and licensures. People accused of rent seeking typically argue that they are indeed creating new wealth (or preventing the reduction of old wealth) by improving quality controls, guaranteeing that charlatans do not prey on a gullible public, and preventing bubbles."

"A simple definition of rent seeking is spending resources in order to gain by increasing one's share of existing wealth, instead of trying to create wealth. "Though libraries live on (and are among the least-corrupted democratic institutions), the freedom to browse serendipitously is becoming rarer. Now that many research libraries are economizing on space and converting print collections to microfilm and digital formats, it's becoming harder to wander and let the shelves themselves suggest new directions and ideas. Key academic and research libraries are often closed to unaffiliated users, and many keep the bulk of their collections in closed stacks, inhibiting the rewarding pleasures of browsing. Despite its virtues, query-based online cataloging often prevents unanticipated yet productive results from turning up on the user's screen. And finally, much of the material in our collection is difficult to find in most libraries readily accessible to the general public."

It was the first manned spaceflight to reach the lunar surface, and on July 20, 1969, first Armstrong then Aldrin became the first people to step onto the moon. (Collins stayed in orbit around the moon for the 21 or so hours that the other two were on the surface.)

"One of the least-known treasure troves of information in San Diego County is that over two hundred Master Gardeners provide home gardening and pest control information throughout the county, FREE to the public.

Master Gardeners are volunteers trained and supervised by the University of California Cooperative Extension (UCCE).

The mission of the UCCE is to conduct research on new pests and issues affecting the county, and to provide research based information to the public. The county of San Diego provides support for the local UCCE office which is known as the Farm and Home Advisor Department."

"At first glance, the goal of recycling more and conserving more seems appropriate, even desirable. As Landsburg's example shows, however, advocates of conservation do not have the information they need to make the right decision if property rights aren't clearly defined. Further, as Block's example shows, if we really are to care about future generations and sacrifice on their behalf by not discounting the future, the inevitable destruction of the Earth when the sun dies out suggests a radically different approach. If we are really as concerned about our multi-great grandchildren who will presumably inhabit the earth in several billion years, we shouldn't be worried about recycling paper. We should be worried about building Battlestar Galactica."
